Apple saying my account is a developer account and doesn't support multi factor authentication

Has anyone else had this issue before?

I don't ever recall setting my account up for a developer account. I don't see any status anywhere on my apple ID that says it is a developer account. I was previously able to use two-step VERIFICATION, but when they made the change to two-step authentication, I have always received a message that my account is not supported. I feel like this is a bug on their end.

It honestly hasn't been a huge issue for me, I initially wanted to enable two-step authentication for the 'Apple Pay' feature, but eventually gave up until now. I have an app through my healthcare provider that tracks some of the health information and requires multi factor AUTHENTICATION be turned on. Again I tried, but the option is not available on my iphone or my apple id account via the computer. When I try turning it on through my macbook it says that it's not supported.

I put in a ticket and worked with a senior advisor who basically said that my account is set up as a developer type and to further get support through that team. He said the engineers could not do anything for me at this point and basically shoved it off to this other support team. When I try to create a ticket at 'developer.apple.com/support' it prompts me to sign in and accept 'terms and conditions' that essentially DO tie my account to a developer, which I am not comfortable doing as I want to keep my apple ID the way it is and be able to use the two step authentication feature and other applications related.

This seems insane.. I requested the senior advisor put my issue in with the developer team since I can't even get the phone number off their website without accepting those terms and conditions to initiate the ticket with that support team on my own..

Has anyone else dealt with this???????

I mean I plan to but I just wanted to see if anyone else had got a resolution on it. I find it disappointing that I've had to reach out to support three times on my own now to get it to the right person, after spending 3 hours on the phone with a senior advisor earlier in the week.. Poor customer service and they can't even confirm that my account is a 'developer' type, just telling me there's nothing else they can do.
