My phone was wiped out and restored from 2018 and I lost music and iTunes is saying I have to wait 90 days to download on another device or something. It’s the same phone just went to Apple store to get phone fixed/restored.

It will be the same phone, you wouldn't get the 90 days message if it was a different device : View and remove your associated devices in iTunes - Apple Support

You can either wait until the 90 days have completed, try syncing the content from your computer's iTunes library, or contact iTunes Support and see if they can/will end the current association early : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
