So my ultimate goal was to get Mojave reinstalled on a now empty hard drive that I somehow lost for reasons still unknown to me. It was a 1TB SSD. It had Mojave on it with about 750GB of user data. What ultimately solved my problem was to reformat the drive using the Disk Utility and the Reinstall apps on the hard drive. I got to these menu items by turning off the computer and restarting it while holding down the Command and R keys until I heard a long beep. The computer then restarted brought up a new screen with three options two of which included the Disk utility and Reinstall apps. I chose to use the Disk Utility app to reformat the drive. Next I used the Reinstall app and reinstalled everything from my Time Machine backup. It took forever to reinstall everything (over 10 hours) but it worked.
