iMessage vs sms

If I have sent a message from my iPhone to another iPhone user, but it went through Green instead - assuming the phone I’ve messaged is dead or off, will they get the message once the battery chargers and the phone is turned on?

Text messages go from blue to green So I’m texting another iPhone and one text goes through it blue and then five or 15 minutes later I sent another text and it comes up green and says sent as a text. Does that mean that their phone is off?

Yes, it'll act as a regular SMS. As soon as the recipient's iPhone will be reachable, it should receive the SMS by the provider.
