If I have sent a message from my iPhone to another iPhone user, but it went through Green instead - assuming the phone I’ve messaged is dead or off, will they get the message once the battery chargers and the phone is turned on?

Yes, it'll act as a regular SMS. As soon as the recipient's iPhone will be reachable, it should receive the SMS by the provider.
