Can iMessages that turn green (sent as text message) mean that the recipient's phone is turned off/dead?

Sounds like they are in a very poor signal strength area with no cellular data or WiFi connection. SMS messages will go through with only the barest minimum of cellular voice signal.

But, it could also mean that the recipient has logged out of iMessage.

Since you can text them, why don't you just ask?

While sending iMessage to an iOS device the message bubble turns Green

That means you do not have an internet connection.

Calls you may have to give more detail.
