Mickey Mouse doesn't speak when pressed

I tried all the methods that were on your site (connect to the network, delete) but nothing helped. Help resolve the issue. thanks

(P.s. Apple Watch 4 44mm watchOS 5.3)

To check its status, open the Watch app and navigate to My Watch > Sounds & Haptics > Tap to Speak Time. Then, your Apple Watch must not be in silent mode. sweep up on your watch face to expose the Control Panel to check if silent mode was accidentally turned on... If this is the first time you set up the Mickey or Minnie Mouse face, you must wait up to 10 minutes after setting the face and connecting the iPhone to Wi-Fi.
