Cannot make in-app purchases

Hi, I’ve tried everything possible to fix my solution of making in-app purchases. Each time I attempt to buy something in game, it tells me ITunes cannot complete it. I have signed in and out, turned my phone on and off, added and deleted bank cards, you name it. Please help!
