i got an issue about my mother's iphone 7plus. The icloud id has been locked by apple security reason, but i wasn't able to open the icloud because my mother forgot the password and the security answer. However i cannot open the email too because i didn't know the password. And how can i change the icloud with another account without known her password and security answer?

If the email account you need to access isn't an iCloud email address, you should be able to reset the account password by going to the email providers web site.
