My guess is an electrical hiccup. Have you tried a different lightning cable, block & outlet?
If so, then an appointment is the way to go.

It doesn't, which is why you should schedule the appointment to let Apple see it.
I don't know why it won't unlock unless it's not being charged. I didn't find any reference to this doing a google search.
I'd recommend schedule an appointment at your Apple Store Genius Bar for evaluation.
