I accidentally deleted Game Center
So, I deleted Game Center accidentally using a file deleter and now I need it back.

Um, it isn’t a free app that’s getting pirated here, it’s your your data, your passwords, and the rest.
This should a compromised app be downloaded.
This is how folks loading cracked apps off torrents get scammed, and get breached.
Boot Recovery, and re-load El Capitan. That’ll re-load the environment.
Have a backup or two, too.

There seem to be no backups and no Time Machine here, too.
Which implies the data has little value.
Boot Recovery, and maybe create a backup or two, and then re-install OS X.
Reinstalling OS X atop itself—as long as you do not wipe the disk—should be harmless to user files.
But have a backup or two, first.
Edit: It's asking for an El Capitan disk to fix it, and mine won't find the app. I installed El Capitan on another Mac prior, and it worked fine.
In fact, other discs won't help either. I ordered a new disc unused on Amazon, and it came back with the same error.
The disc drive is intact, because I was able to load a DVD on it.

Doing what you ask is considered piracy. You are asking someone to do something illegal on an Apple sponsored site.
All you need to do is reinstall the operating system to get it back.
