Stolen iPhone usd to harass me because apple did not secure my device until week later so information on I usd against me!

Apple says it’s high in your privacy y t didn’t secure my stolen device until week after . Is this how all company’s do it ? After report ell stolen wait for customer to finally receive replacement to activate then stop sending codes to stolen device? Apple said they are doing to to keep you protected (or lack of protection I say)! I am upset and mentally disabled to be used then have to be paying deductible for apple letting theif harass me all time day and night using information trust safe with apple stored on my own phone! NO ONE new my unlock code or could guess so they not protecting consumers like they said they they are. Anything I can do to get out of phone causing this troubles? Owe almost 900 but new only 600? I think 200? To pay extra when I did nothing wrong is not right plus my calculations within 14 days so confused when apple went downwards!
