Apple Watch will not pair with iPhone.
My Apple Watch keeps saying update iOS device but the iOS device says it’s up to date. What do I do???

You failed to mention what iPhone/iOS version.
Since you are running WatchOS 6 you must be a developer or approved tester. Use the private forums you have access to if you want to resolve your problem. This is a public area and beta software cannot be discussed.
