Can a daily heart beat summary graph be printed?

At the moment, printing Health app statistics is not supported. What you could try to do is take a screenshot of the graph and print it. Or if you'd like you can export all your Health Data via a .csv file and try to graph it out yourself.

Honestly, I'd just go with the screenshot method.
