Why does my device constantly say my passcode is required to enable Touch ID when Touch ID is already enabled?

You must enter your passcode or password for additional security validation:

after you restart your iPhone, iPad, or Mac;
when more than 48 hours have passed from the last time you unlocked your device;
to add or delete a fingerprint to use with Touch ID; 
to change the iPhone or iPad passcode or Mac system password, and for other security settings like FileVault on your Mac;
when there have been more than five unrecognized Touch ID authorization attempts in a row; and 
after you log out of your Mac.

Thanks for your reply!

But I already know all of these things.

None of them apply here.

This happens as many as a few times a day on both my iPad and iPhone, in just routine use.

To address your comments:

The message is different when restarting.

Except at night when I’m sleeping, I would be very surprised if 4 hours ever goes by from the last time I unlocked my device.

I haven’t added a fingerprint in a very long time.

Nor have I changed or added a passcode or password.

There are never 5 unrecognized Touch ID authorization attempts, sometimes when this issue happens, there may be one authorization attempt, but never more.

It’s not an issue on my MacBook Pro.
