Lost IPad Mini 3

I just received an email stating that someone was trying to log into my iPad, I was wondering if there is anything you can do to help me get it back. I have my find my phone option on but unless that person can connect it to the internet I can’t track it.

If Lost Mode is enabled, the iPad only needs to ping a nearby Wi-Fi network (without even signing in) to send its location, if it has iOS 6 or later IIRC. Tracking its location may not help you get it back -- you should consider displaying a message on its lock screen (via Find My iPhone on the web) and report this to the police.
