I am trying to download apps it is reconnecting me to the payment method. When I enter my information I receive a message stating please contact iTunes support to complete. Why is that?

We are fellow users, we won't know why. Try doing as instructed to do and contact iTunes Support : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
