My iPhone currently is operating on iOS 10.3.4 When I try to access the App Store a message appears on screen stating that I need iOS 11.0 to access the App Store.
how can I fix this issue where I can continue to access the App Store?

It now needs iOS11, not sure from when that was, but it is certainly the case now. Your only options are to update the iOS version on your phone, or if that's not possible, to get a newer phone.

Looks like I'm kind of stuck.
Presumably you mean the Apple Store, not the App Store.
The App Store works on every phone - it's built in - but not everything downloadable from the App Store will work on older phones or older versions of iOS, and the Apple Store does need at least iOS11. But anyway, why on earth are you running 10.3.4 on a XS?

I made an error in my original post. I have an iphone using iOS 10.3.4.
Its very odd that I cannot even access the Apple Store.
I understand that some apps would be compatible with iOS 10.3.4 but its the first time I have not even been able to access the Apple Store.
Any help or ideas would be appreciated.
