changing region

i have a problem to change region of my account from us to ca, and there is only 0.19$ on my account that prevent me to do this !

i dont care about this money.

and i just want to change the region.

Contact Support in the country where you live and therefore have to change the country to, and ask them to remove the balance from the account : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country you are changing to ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
