3-4 weeks turn around time for replacement?

I made a service order to repair my iPhone because it is intermittently not receiving calls. I brought it to Power Mac Center because this is what I only know that is authorized for Apple service. But then I got curious because the day I went there they said that it will take 2-3 days for diagnosis which I thought it's within the day. And right now I received an email stating that my iPhone is subjected for replacement and turn around time is 3-4 weeks. For me it's inconvenient but I want to ask a question to you, is that normal for a repair service or replacement to be that long? Thank you in advance.

Phillipines. My understanding is that no AASP in the Philippines really does any "repair" and will likely have to order a replacement.
