Missing Notes Icon, iPhoneXR

Somehow I accidentally deleted the notes icon and can't figure out how to get it back.

I've looked at the other questions related to this but the solutions offered for those questions do not even come close to fixing my issue, as there is no iCloud download icon for the app available in the app store, just the open button, so I can't just simply download and re-install the app, I'm running iOS 12.4 (16G77).
