My family is paying the monthly charge for iCloud, yet me-the organizer, cannot figure out how to join iCloud with my family

How does the organizer join the family plan for iCloud?

If you are the organizer, you have to be paying for it. That is how iCloud Storage with Family Sharing works. Other purchased content is also purchased by the family organizer unless the other family members redeem iTunes gift cards in which case the balance on their gift cards will be used for their purchases before your credit or debit card is charged. An exception to this is that the organizer must purchase the iCloud Storage plan. You can redeem iTunes gift cards to pay for it, but you (the organizer) must purchase the plan.

You don’t have to do anything out of the ordinary to use it once you purchase it. You simply backup, turn on iCloud Photos, or whatever you want to do with the storage.

If the other members of the family have purchased their own storage, then that is not using the Family Sharing iCloud storage plan properly. Your must purchase it for the family and the invite them to use it.

Maybe this will help.
