cannot turn off activation lock

I gave my apple watch to my friend. My friend tried to reset the watch, when he wanted to pair it with his iphone, the watch says there is an activation lock. I checked both icloud and apple id, I couldn't find the applewatch in the list. What can I do to transfer it to my friend without the activation lock?

Is there a way to confirm Apple Watch activation lock is off? I am transferring an old Apple Watch. I unpaired it from my iPhone several weeks ago. Today I noticed it was still listed in my iCloud Devices, so I "Removed from Account." Is there a way to confirm that Activation Lock is not enabled before I transfer it to new owner? Thanks!
