There is no Android version of iTunes so you can't simply move the Library. You would have to copy out all the songs and transfer them to the Samsung, and find an app which can play them.
To save out the songs, open the Songs list in iTunes. Create a new folder on your Desktop, then select some of the songs and drag them to this folder. Repeat as necessary. (If you have a huge number don't try to do them all at once.)
Doing this won't affect the iTunes Library in any way. Don't try to copy directly from the iTunes Library.
Then you will need to find a file transfer app in the Google Play Store to move the songs to your phone, and an app to play the songs: remember that most or all of the songs are likely to be m4a, so you need to make sure any app you choose can handle these, or otherwise convert all the songs to MP3.
If any of your songs are old enough to be 'protected' you won't be able to play them anywhere other than an authorised version of iTunes: however it's now several years since Apple stopped protecting songs.
