I am having an issue downloading apps from the store , its asking me for billing verification even tho I don’t have any.
no subscriptions are due or available.

Thanks for the post. As I understand it, you're being prompted to verify billing information in the iTunes Store and it sounds like you're not able to select "None" as an option; is that correct?
If so, check out this link to see if it helps: If you can't remove your last payment method or use no payment method with your Apple ID
If you're still unable to Change, add, or remove Apple ID payment methods, I recommend that you contact iTunes Store Support.
