What do you mean by "iCloud"? iCloud has many parts and how you get access to the different parts varies.
Androd has limited iCloud access. You can use Apple Music using the native Apple app for Android. You can configure a third party mail reader to get access to iCloud.com email addresses. That's about it. Other things you can transfer data set to Android but it isn't constantly updating the way iCloud reallyoperatees unless you go through each process multiple times per day.
