Hi my I could has been down graded due my Apple account has been suspended

due to fraud I had to cancel my credit card aligned to my Apple account. This has led to my iCloud been downgraded and apps like Netflix expire. I have tried entering my new card details in the update payment details but it still comes up as account suspended. How do I sort this out please
