If you live in Dubai, you can as long as the cellular provider you use supports Facetime. If you bought the iPad in Dubai, but you are now not in Dubai, then you cannot have Facetime on the iPad at all.

rbrylawski: That's a WiFi-only model. In addition, no cellular provider in Dubai supports FaceTime; it's banned in the UAE.

You're correct. I thought I remembered reading the UAE removed the ban, but it appears the ban was lifted in Saudi Arabia only.
