Hello, I bought the iphone 7plus 13.3.1ios from Afganisthan. But cannot download FaceTime. Why?

Update it to 14.5.1 and set the country in Settings to one other than the United Arab Emirates.
iPhones which are running a version earlier than 13.6 and have AB/, AE/, or UR/ in their model numbers restrict access to FaceTime based on the installed SIM card; it isn't possible to download it from the App Store on them.
