For iMessage, make sure your iPhone is signed in to iMessage.
SMS always uses the iPhone, so make sure it can see the internet. iMessage can use LTE data on the Apple Watch, but your iPhone needs to be signed in

It did not when I purchased it. It’s fully cellular with its own number that I pay for. It receives but will not send
Have the same issue, doesn’t matter if it’s a iMessage or sms. AW4 here.
