Reset your watch by pressing in the crown and side button until you see the apple logo, then release both.

The things you did should have restored your contacts. I believe Apple corrected a bug in IOS 12.4 (iPhone) and Watch OS 5.3. Try deleting only one contact from your iPhone, then adding it back. If that doesn't work, I suggest you click on the "Contact Support" link at the upper right side of this page.
Thanks. I tried that at several points. Tried resetting face time. Resetting my phone. Updated my phone and watch.
