Not when you finished a backup, when you finished restoring the phone in iTunes. You should have restored it to factory, and you would have seen that message when it was complete, and ready to activate.

When you restored your device in iTunes (as a new device) you should have seen a message that said, "Congratulations, your iPhone is now unlocked."
The message, "Congratulations, your iPhone is now unlocked" did not occur when my iPhone XS finished it's initial backup.
