If that iPhone originated from the Middle East, it'll need to have a SIM card from that region, not including one from the United Arab Emirates or Israel; Israeli iPhones aren't subject to the regional lockout.

If that iPhone originated from Pakistan, it'll need to have a Pakistani SIM card and iOS 12.4 or newer.

See the first sentence of my post above. If you don't have a compatible SIM card, you'll need a different iPhone.
