iCloud

My old iPhone completely died and it never turned back on. I had to make a new iCloud account as well, but I lost all of my contacts! How can I get them synced to this iCloud when I can’t access my old account. I have 2 factor authentication, so it sends the verification code to my old phone. Please help!
