Wifi switch not turning on and bluetooth not connecting.

Yesterday I noticed that my iPhone 7 was not connected to Wifi. When I went to turn it on, the switch would not move. My bluetooth also is not allowing me to turn it on and has a spinning circle instead of the on/off switch.

I tried shutting down the device, putting the device on airplane mode and taking it off, and doing a reset of the network settings. I also tried reinstalling the recent IOS update and that has done nothing. Whenever I try a rest of the network settings, my phone will freeze for a while and sometimes the wifi will come back on but then my phone will reset itself and go back to the same problem.
