How to recover permanently deleted photos
If you were using iCloud photos, that is not a backup. If you were using iCloud Photos and deleted the photos, then deleted them from the Recently Deleted folder, they are gone. Photos in iCloud photos are not backed up when using iCloud backup.

If you have no backup that contains these photos, you are out of luck.
So just having them backed up on iCloud dosent work if there permanently deleted from the deleted folder.
If you have an iCloud backup from when the photos were still in the camera roll, erase your phone and restore it from that backup.
