When I try to turn on iCloud mail, it lets me create my email address but then I get an error saying problem turning on mail. Try again. Any ideas what’s happening?

OK. I got it to work by turning on Location Services. I don’t know if that is exactly what fixed it, but as soon as I flipped that switch, bingo, email.

If you don’t see onscreen instructions after turning on iCloud Mail on your iOS device or Mac, you already have a primary iCloud Mail email address. To create an email alias, see Use email aliases in Mail on iCloud.com.

I have this same exact problem in IOS 13. I would really like to create an iCloud email address, but I keep getting the same error as well after following the onscreen instructions, “Problem Turning On Mail

OK”
I click “OK” and try again. Nothing happens. I try several times. Nothing happens.
