Series 4 walkie talkie

I’m trying to connect with my other Apple Watch walkie talkie friends and it’s saying that they can only connect with Apple Watch users when they attempt to send a invite ??! Any suggestions !??

They must have the latest software updates on their iPhone and Watch. Also, their FaceTime must be activated.
