I have many Ipads bought by our organization every 5 year and given to employees who are on term service but the normally place passward /passcode on the how do I remove this passwards?

Are you referring to turning off the passcodes of your iPads?
If Yes, here are the steps:
- Tap on Settings
- Tap on Touch ID & Passcode
- Enter your Passcode
- Then you will see the Turn Passcode Off Option (Pls see attached photo)
Also, if your organisation’s configuration profiles and email accounts are based on Microsoft Exchange which sometimes have passcode policies that will cause passcode unable to turn off issue, then you have to contact your IT administrator for help.
