Location privacy

I think I accidentally chose “never” when setting up my location privacy and now I can’t get my navigation direction to work because it doesn’t know where I am. I’m just guessing here. Yet when I go into privacy settings to turn it on, it says it is on but is dulled out (not available to switch). So frustrating. Help.
