Connecting my watch to my phoneI bought a Watch from a guy and I reset it and when I compare it to my phone and put in my information my Apple ID it will not connect

Are you saying that it will not accept your Apple ID? Sounds like it is still Activation Locked. You would need to contact the seller to have them remove the device from their account.
