I see that you're experiencing some issues repositioning images in presentation slides within Keynote on your iPad. I have some steps I'd like you to try to fix this, so your future presentations will turn out exactly as you want them to.
You mentioned that occasionally images will not select when you tap on them. Do you mean you don't see little blue dots around the image when you tap on it? The dots may appear grey instead of blue if the image is locked, as seen here: Layer, group, and lock objects.
To troubleshoot this issue, I recommend first restarting your iPad: Restart iPad. This is a very simple step, but it can help resolve a lot of different types of issues. Next, update the Keynote app on your iPad if it shows there is an update available. You can check for updates by opening the App Store and selecting Updates. Test out Keynote afterwards by creating a new presentation and inserting a couple of images into it.
