Sorry, but you simply cannot bypass activation lock. Only the person who locked the iPad can unlock it. If you don't know who the previous owner is and you clearly would not have the original purchase receipt from Apple with the iPad serial number on it. Apple won't help you at all, nor can we.

You can't; the activation lock is an anti-theft measure, and the person who put it in the storage unit might have stolen it.

That is unfortunate. As I have already profited from other items within the storage unit I was and still am willing to help the previous owner reclaim the device.
As your information states that it is not possible to connect to the previous owner then this devise is going to be recycled.
