iTunes gift card not loading

I had 52 cents on my iTunes account and tried redeeming a $15 iTunes gift card. I used the camera option to redeem it and it was accepted. When I clicked done and checked my account balance it still said I only had 52 cents on my account. I closed out the app and opened it again to see if it just needed to be reloaded. It still said 52 cents was only in my account balance. I then tried redeeming the card again but when I tried it said the card had already been redeemed. Does anyone know what I can do to get the $15 on my account? I just wanted to use it to pay for my Apple Music subscription.
