Is it possible to add and make purchases from a VISA card issued from another country for those who travel a lot? I currently can't add my international VISA card and I also don't want to switch regions/countries for the fear of unavailability of my already purchased movies, please help.
You have to have a billing address in the country, have a card registered to that billing address, and the card needs to have been issued by a bank in that country.
You can try adding it, but if it doesn't meet the above it's unlikely to be accepted.

Problem is that is only possible when I switch countries...my default is US and got to switch before I can add an address of the card. Can't I just add card to work with my US Address?

You can't avoid it. When you move to live in a different country all subscriptions must be cancelled and have expired, and there cannot be a balance on the account. You do not lose access to any downloaded content, you will just obviously not be able to redownload them from the store
