If you're trying to do something like use your account in two countries at the same time that will not work. First, an Apple ID can only be set to once country at a time and changing to a different store requires changing country settings. In theory you can use a credit card from another country but it has to be billed to you at an address that matches the one for the country to which your Apple ID is set. I have yet to encounter somebody here who says they meet all the criteria for being able to enter a card from a one country in their Apple ID set to a different one.
