Why would the phone prior to X and after have this feature but X does not??

Xr doesn't have it. X, Xs and Xs Max does.

Remember, the X was released in 2017 for 999$ and the Xr in 2018 for 749$. Xr is a more affordable phone than the X or Xs, which is the 2018 successor to the Xs and it also sold for 999$.

Live Wallpaper requires 3D Touch as i already mentioned which Apple removed from current iPhones. Not only from the Xr, but also from the iPhone 11, 11 Pro and Pro Max.

With iOS 13 most of 3D Touch got replaced with Haptic Touch, which is software.

No, sorry. iPhone Xr doesn't feature 3D Touch which would be required.

Xr and 11 don't have 3D Touch. However, with iOS 13 it's irrelevant because Live Wallpapers can now work with Haptic Touch, atleast on the 11, that one has them. Not sure about Xr.
