I have a second generation iPhone SE, I know the first doesn’t have live wallpaper paper but does the second?

You have not told us what iPhone you have.
Live Wallpaper requires an iPhone 6s or later, except for the iPhone XR and iPhone SE which do not support it.

Try it out :)
Settings > Wallpaper > Choose a New Wallpaper > Live

Once I click on choose a new wallpaper there is no live setting?

Like the original poster, you also cannot use Live Wallpaper.
Neither generation iPhone SE can use it.
