Have an older IPAD and am currently locked out of it. How can I restore factory settings without going onto another apple device or itunes.

Sorry, but you can't. You need to connect this iPad to a computer running iTunes to restore it. If you don't have one available, see if you can get with a friend or relative to assist you ... or make a Genius Bar appointment at your local Apple Store or Apple Authorized Service Provider and they can help you.
