iOS 10 download for iPad 3

I have an iPad 3 and I am trying to download things but it won't let me because it doesn't have iOS 10 I am trying to figure out how to download it, but the current update on it is iOS 9.3.6. Does anyone know how to download it?

The iPad 3 cannot be updated beyond iOS 9.3.6.
