Running the latest OS - 12.4.1 on iPad mini 2.
On action to save a pdf file, this screen is a dead end. I can only click "Cancel". I should be able to click "On my iPad" and the file should save there, which works correctly on my iPhone.

The “On My iPad” section in Files is quite limited. This section is populated by applications specifically writing directories, or folders, to this location. Only then can a user save files into these pre-made folders. I know that can sound a tad confusing. Apple has announced that as apart of iPadOS 13 the On My iPad section will no longer held by these constraints. iPadOS 13 will be released on September 19, 2019.
